Language
The working language of the Chancellor is Estonian. The official reply or opinion of the Chancellor will be in Estonian. However, the website of the Chancellor also provides an opportunity to submit the application in English and Russian.
Content
An application must include:
- first name and a surname of the applicant or the name of the legal person
- contact information of the applicant
- description of the problem
In order to verify conformity with the Constitution and the law of the legislation of general application:
- state the name and provision of the legislation of general application that you would like to be verified as to being in conformance with the Constitution and the law
- describe how this provision of the legislation of general application violates your rights and what constitutes its non-conformity with the Constitution and the law
- state whether you have turned to other authorities in this matter and if you have, with what results
Application for supervision of activities of an authority:
- explain the nature of the violation clearly and precisely
- if possible, add related correspondence with this authority and other documentation that would explain the violation
Your application does not need to be in legally correct language but try to explain your problem in a detailed manner.

If possible, add all the documents that you have and find relevant to your application.
Time limits
The Chancellor may refuse to review an application if it is filed after one year as of the date when the person became aware or should have become aware of the violation of his or her rights.
The Chancellor may refuse to review a discrimination case if an application is submitted later than four months as of the date on which the person became aware or should have become aware of the alleged discrimination.

Legal aid
In Estonia you are not entitled to free legal aid when applying to the Chancellor. If you are not sure whether the Chancellor is a corrector institution to turn to, you can email (info@oiguskantsler.ee) or call (+372 693 8404) the Chancellor’s office before you make an application. The Office of the Chancellor has reception hours free of charge to guide applicants.
