Youth policy defines the goals and methods of ensuring youth participation in public affairs.
In Estonia, according to the Youth Work Act, a young person is defined as a person between 7 and 26 years of age. Youth policy is primarily outlined in the Youth Sector Development Plan 2021–2035. It sets out strategic goals, courses of action and activities in the youth sector. It highlights the importance of supporting the participation of young people in state affairs and the protection of youth rights.
Local governments are especially involved in implementing youth policy, they are responsible for the planning of youth work and the extent of activities. The state creates a legal and strategic framework and supports local authorities in terms of priority areas and provision of services.
